Travel to Cuba to engage in activities related to study for an undergraduate or
graduate degree sponsored by a college or university located in the United States
Guidelines for License Applications:
The Cuban Assets Control Regulations 31 C.F.R.-Part 515 (the
"Regulations"), prohibit U.S., persons from engaging in all unlicensed
transactions in which Cuba or a Cuban national has an interest. This includes
travel-related transactions.
Pursuant to 31 C o F.R. 515,560(b) and (c) of the Regulations, the Office of Foreign
Assets Control will consider on a case-by-case basis, the issuance of specific
licenses to permit transactions related to travel and maintenance in Cuba by U.S.
persons for the purpose of engaging in clearly defined educational activities
consistent with Section 515.419 of the Regulations. Section 515,419(a)(2) provides
for the specific licensing of travel transactions in Cuba related to study for
an undergraduate or graduate degree sponsored by a college or university located
in the United States.
License applications may be prepared in letter format 'and should include the
following information so that a fully informed determination may he made on the
application:
1. A description of the proposed activity in Cuba.
2. A statement of your academic status (e.g., junior, senior, graduate student).
3. Proof of current enrollment at a college or university (i.e., a photocopy of
your current student identification).
4. A statement from your professor on official college or university letterhead
stationary explaining how the proposed activity is related to study for the degree,
in6luding, if applicable, course title.
5. The proposed dates of travel to and from Cuba.
6. Your name, address and telephone number.

NOTE: When numerous individuals are involved in the proposed travel, a consolidated
application may be submitted, as long as the information above is furnished for
each person. Attorneys or others acting on behalf of applicants must affirm they
are authorized to act on behalf of the individual travelers. For additional information
